The tertiary section is a non-profit organization between the government and the enterprise to provide public products and public service. It is characterized y its nature of organization, folklore and non-profit. Starting at a late stage, the tertiary section in China fails to boast outstandingly autonomy, non-profitable and voluntary features. To develop the tertiary sections, the government planning, legal construction, mapping out the privilege policy and training of intellectuals should be highly intensified.
