| 摘 要： | 受经济发展水平、地方财政承受能力、制度设计完善程度以及地方领导等靠思想的制约和影响，廊坊市欠发达县区成为推进新农保事业全覆盖的瓶颈地带。破解这一普遍难题，既要靠制度创新，也要靠思想观念的转变。

| Abstract: | Subject to such factors as economic development, local finance, system design and the reluctance of some local authori- ties, etc. underdeveloped regions have become bottle-necks in the blanket insurance of new-type rural social endowment. To break this common problem, we need not only innovation in system, but changes in our mindset. |
