论我国公共危机管理机制的建立与完善

从世界范围来讲,应对危机的能力已成为衡量政府管理水平的一项重要指标。当前,我国危机管理中存在着意识差,战略及政策规划、组织保障、信息沟通技能缺乏,财政资源支持不足,教育与训练机制不健全,法治和法制缺失等一系列问题。政府应就上述问题作出合理规划,加快我国公共危机管理机制的建立与完善。

Such as poor consciousness, lack of strategy and policy plan, organization guarantee and information communication skills, short of financial support, deficiency of rule by law and legality.
