| Abstract: | Higher school features are prerequisite and base of a higher school's development. Features can not be shaped up in one day. To achieve this, long-term accumulations should be made;exact position should be found by each higher school; the thought that to achieve something need abandon something else should be taken into practice; and finally ,the function of a chancellor should be brought into full play. |
