在对陕西民办高等教育深入调研的基础上,论述了加快推进陕西民办高等教育改革,要改善民办高等教育发展环境,为民办高等教育改革提供政策保障;要改革民办高校内部管理体制,以建立现代大学制度为突破口,激发民办高等教育健康发展的内在活力;要创新民办高校人才培养模式,将切实提高教学质量作为落脚点,为民办高等教育健康发展的夯实基础。
