Chances of Development for New Higher-Education Institutions

Discussion of the third generation of new higher-education institutions in the Federal Republic of Germany has, in the recent past, been vexed by the question of whether new higher-education institutions might not, for a variety of reasons, be incapable of confirming the proclaimed goals of expansion through stimulation of a commensurate demand for education.
