| 摘 要： | 中小学教师的职业培训现状不理想的原因在于中小学教师职业培训自由权没有得到确立与保障,而中小学教师职业培训自由权是教师专业发展的基本权利诉求。教师职业培训自由权概念来源于第二代人权理论。中小学教师职业培训自由权保障制度的建构,包括经费保障制度,教师参加职业培训的自由选择权的保障制度以及教师岗位流动自由和参加职业培训的登记制度的建立。
