| 摘 要： | 新疆属典型的干旱地区，生态环境极为脆弱，在经济发展中，存在着经济与生态环境协调发展的问题。根据我区在经济发展中不允许走“先发展后治理”的老路，也无力选择“高投入，高技术控制环境问题的模式”的实际情况，文章在论述循环经济的发展过程和特征、我区发展循环经济客观必要性的基础上，对新疆发展循环经济进行分析并提出了对策。

| Abstract: | Being a typical dry area, there is a key question to keep harmonious relationship between the economic development and its ecological environment which is extremely frail in Xinjiang. Thus, we cannot adopt the policy to first develop and then manage the environmental problems or to resort to the model to better the environment by high investment and high-technology. The present study provides strategie ment in Xinjiang, based on the analysis of the typical features and the necessities of it . |
