| 摘 要： | 改革开放30年来,高等教育事业实现了跨越式发展和历史性突破,高等院校反腐倡廉建设在各方面也取得了长足的发展,从机构恢复重建到职能权限的逐步扩大,从以单纯的监督和查办事件为主,到预防在先,教育、制度、监督并重的惩治和预防腐败体系的形成,从着重遏制到源头治理等,高等院校反腐倡廉建设的深入发展为高等教育实现跨越式发展、办好人民满意的大学提供了坚强的政治保证。但随着改革开放的不断深入和社会主义市场经济体制的逐步建立与完善,腐败现象在高等院校的一些领域呈易发多发的趋势,反腐败斗争的形势依然严峻。要有效治理腐败,除了采取法律手段严厉打击腐败分子之外,还需要通过改革体制、机制、制度,强化管理与教育,从源头上预防和治理。
