小型商贸抽样调查难以推广的原因及对策

摘    要:确立以抽样调查为主的统计调查方法是统计方法改革的重要举措,目前,导致小型商贸业抽样调查难以推广的主要原因是经济成分和利益格局的变化;受调查经费和抽样调查模式的约束较多;宣传与执法力度不够,少登漏记现象严重;对样本缺乏必要的评估;难以满足多层次管理目标的需要。为此,必须建立多元的统计调查体制;有计划有步骤地推广目录抽样技术,灵活运用各种调查方法;认真做好调查数据的评估和管理工作。

Abstract:Taking sample survey as the dominant method of statistical survey is an important reform of statistical method.At present causes of the difficulties in popularizing sample survey in small-sized commerce and trade firms lie in the following:the change of economy components and interest structure,many restrictions of survey funds and traditional sample survey model,severe short register or missing register,a lack of necessary sample evaluation,and the sample survey result's failure to meet the need of the management in various levels.Therefore,it is necessary to establish a polycells system of statistical surveys,to popularize plannedly catalogue sample technique step by step,to utilize flexibly various survey methods ,and to evaluate and manage earnestly survey data.
