略论民国时期司法改革中的经费短缺问题

司法改革必须要有充足的经费保障,这是取得改革成功的重要条件,但民国时期历届政府都面临着司法经费短缺的巨大障碍,使司法改革饱受其害而无法克服,并不能实现既定的改革目标,这一经验教训当为今日之鉴。

A Brief Review of the Problem of Shortfall in the Funding of Judicial Reform during the Period of the Republic of China

Judicial reform must have sufficient funding guarantees,which is essential to the success of the reform.The successive governments of the Republic of China were faced with the enormous obstacles of shortfall in judicial funding,which brought the judicial reform saturated sufferings.The problem could not be overcome,so the established objectives of the reform could not be achieved.The lesson should be learned today.
