电视领域是我国最后一块没有从根本上引入市场竞争机制的行业，这里依然保留传统国有企业的显著特点，传统企业和市场机制最大的区别在于“人”的区别，传统企业制度是为“人”而定，市场机制制度是因事物发展而定；市场企业“制度”是关键，传统企业“人”则是关键，本文结合我国的电视国情，重点分析了人在电视艺术发展中的作用，对电视艺术的发展所产生的作用。
