南共联盟在民族问题上的主要失误

南共联盟执政期间在民族问题上的主要失误表现在：一是民族分权自治的联邦制为民族主义活动提供了较为宽松的政治环境；二是以妥协让步为特征的民族政策的偏颇和疏漏，使民族主义不断获得新的活动空间；三是由党、军队和领袖三所构成的联邦稳定机制自身因过度分权、党的联邦化等原因而动摇，难以有效抵御民族分离主义的冲击和维护联邦统一与稳定。这些失误使各种民族主义情绪得以存在、发展和膨胀，民族对立逐步发展、加剧，导致冲突。

Major Errors of the Yugoslavian Communist League in Handling Ethnic Issues

As one of the causes of the ethnic conflicts in former Yugoslavia in the 1990s, the major faults in ethnic issue occurred under the administration of the former Yugoslavia Communist League. They are: 1) the Federal System of the separation of powers and self-rule provided the nationalism with a free political environment; 2) the national policy featured as compromise was biased, narrow-minded and over-sighting, which gave the nationalism a wider space; 3) the stable federal machine itself consisting of the party, the army and the leaders shook for over- powerfulness and the federalization of the party, and was difficult to avoid the impact from national separatism and to safeguard the unity and stability of the federation. These faults made possible the existence, the development and the expansion of various forms of nationalism; therefore, the ethnic conflicts developed and aggravated and, conflicts occurred.
