| 摘 要： | 在整个国家创新体系中,地方科技工作承担着越来越重要的使命。从科技资源及其配置的基本概念入手,较为详细地论述了科技资源合理配置的机理,着重讨论科技资源合理配置的具体模式,以财政金融工具为主要内容和以政府补贴等为主要内容的科技政策工具,科技资源合理配置的发展趋势,最终促进区域科技资源的合理配置。

| Abstract: | The local scientific and technological works burden more and more important mission in!the whole national innovation system,so that it is needed to discuss in details the principle of local scientific and technological resources,emphasize and discuss trilingual modes,a couple of policy about finance and allowance,trend of scientific and technological resources and its allocation through the basic notions of scientific and technological resources and its allocation.So,the optimization of local scientific and technological resources should be strengthened. |
