| 摘 要： | 半湿润半干旱渠灌区水资源问题一直以来都是制约地区农业发展的一个突出问题。为了加快半湿润半干旱渠灌区农业经济的发展，在分析现有水资源的基础上，针对目前既缺乏水资源，又由于管理体制不全．用水秩序混乱等大量浪费水资源的问题，提出相应的解决措施。
