| 摘 要： | 清政府通过独创的公行制度以规制来华外商的商业行为，具有鲜明的时代特色，体现了国家主权的完整性。然而吏治的腐败、行商的枉法以及清政府执政能力的弱化，决定了公行制度不可能被有效实施。公行制度对清朝社会经济的发展具有重要的影响。

| Abstract: | Qing dynasty administered the matters concerned foreign merchants by gonghang system,including detailed rules which restricted foreign merchants within given limits. The system is of a distinctive era style,which embodied the complete independence on sovereignty. However,gonghang system was impossible to put into effect because of corruption of official,twist of hangshang and weakness of government. Gonghang system made an important role in the development of social economy in Qing dynasty. |
