The Rise of Parliament Ideological Trend in Early Meiji Era of Japan

In early Meiji era,under the influence of western parliament ideological trend,there had been a modern parliament theory in Japan.From different aspects,thinkers had proved the importance and necessity to establish a modern representative government system in Japan,and also stressed such a system should be established as soon as possible.From then on,the argument of whether to establish the parliament in Japan or not came out.That argument not only made the modern parliament theory accepted by the public,but also promoted the ruling group to draw up the definite schedule to convene the parliament.
