社会心理服务的基层社会治理功能及其实现路径

社会心理服务是一项在社会治理情境中由政府推动的服务于社会公众的制度实践,在基层社会治理中发挥着“预警-应急”“技术-整合”“协商-服务”“修复-重建”的功能,是新时代基层社会治理不可或缺的重要力量。但其在实践中却面临着认知错位带来的治理异化,角色冲突带来的治理悬浮,嵌入缺失带来的治理内卷化,衔接不畅带来的治理碎片化等困境,严重阻碍了社会心理服务在基层社会治理中功能的发挥。为此,必须转变认知,加强心理服务与基层社会治理的融合;提高主体他律与自律,增进二维空间的有机衔接;提升主体专业服务能力,超越治理的内卷化;加强主体间联动,推动基层社会的整体性治理,确保社会心理服务在基层社会治理中功能的有效发挥。

The Grassroots Social Governace Function of Social Psychological Service and Its Realization Path

Social psychological service is an institutional practice promoted by the government to serve the public in the context of social governance.It is an indispensable and important force in grassroots social governance in the new era,and plays the functions of“early warning-emergency”“technology-integration”,“consultation-service”and“repair-reconstruction”in grassroots social governance.However,in practice,it is confronted with such difficulties as dissimilation of governance brought about by cognitive dislocation,suspension of governance brought about by role conflict,internalization of governance brought about by embedding lack and fragmentation of governance brought about by poor cohesion.So we must change the cognition to strengthen psychological services and integration of the basic social governance,and improve heteronomy and self-discipline of the main body to improve twodimensional space organic cohesion,improving the capacity of main professional services beyond governance within the volume,ensure the integrity of the linkage between the main bodies to promote grass-roots social management and ensure the social psychological services in the efficiency of the grass-roots social governance.
