| 摘 要： | 老龄化背景下社区福利治理以长者服务为重要内容和手段。以广州市h街社区长者服务体系为观察案例，从微观行动者及其互动层面探讨内城区社区福利的治理状况，发现街区的长者服务体系未达预期的福利治理效果，其深层原因在于街居层面福利体系所涉及的各行动主体间处于割裂状态，未能有效整合成一体化机制来实现“1+1>2”的效应。未来需加强社区公共性平台的建设，推动嵌入式养老服务的体制机制设计，破解主体间的割裂性关系。

| Abstract: | The community welfare governance in an era of population aging focuses on providing for the elderly. The welfare governance in the inner urban community is studied in terms of micro-actors and their interaction. It is found that the pension system has failed to achieve the expected result of welfare governance. The underlying reason is that the cooperation between the various actors involved in the system is in a state of separation and a mechanism of integration is yet to be set up to achieve the effect of |
