The reforms in the system of tax distribution has made local governments become sheepherders who always care only about their own interest.Although cut-throat competition among these sheepherders can promote rapid economic growth,such competition that focus too much on current interest can't deal with externality of curing pollution.Non-cooperative games among local governments cause "The Tragedy of the Commons".The feasible way to solve the problem is to establish the system of trust and corporation to apportion the expenditure on environmental protection.
