我国有法不依的立法因素

不科学的立法是造成有法不依现象产生的前提因素。在立法时,没有理清法同经济基础的关系、没有正确认识法本身的特殊规律、没有处理好法同上层建筑的其它因素的关系等,是造成有法不依现象大量产生的原因。建立良好的守法社会,必须切实提高立法质量。

On the Legislative Factors in Failure to Observe the Law in Our Country

Unscientific legislation is the premise factor which results in the phenomena of failure to observe the law.At lawmaking,there are some reasons which result in the phenomena of failure to observe the law appearing in great quantities,such as mismanaging the relations between law and economic base,misunderstanding the special regulation of law,and inefficiently dealing with the relations between law and the other factors of superstructure.When establishingthe good law-abiding society,we must raise the quality of legislation actually.
