都市法治化与法治文化建设

依法治国方略的确立，表明我国在现代化进程中选择了法治化道路。国家的法治化离不开省、市、县、乡等区域的法治化，都市法治化是推进国家法治化的重要途径和主要力量，它始终离不开都市法治文化的支撑和推动。从对上海市民的调查中可以看到，都市法治文化开始萌生但尚未形成。因此，面对都市法治化的目标，我们必须花大力气去主动培育和建设都市法治文化，使其成为引领都市发展的主流文化。

Ruling Metropolises by Law and Cultural Construction Relevant to Ruling by Law

The establishment of the overall strategy for ruling the state by law indicates that our country has decided to take the road leading to legal administration of the state. Running the state by law cannot be divorced from the legal administration of the provinces, cities, counties and towns in China. Administering metropolises by law, which is an important approach and a powerful force that push ahead the administration of the state by law, can never be separated from the support and promotion of the metropolitan culture related to the administration of metropolises by law. As can be seen from the survey conducted among Shanghai residents, the seeds of culture concerning the rule of metropolises in China by law have just germinated, but this kind of culture has not yet taken obvious shape. Consequently, in order to realize the goal of the administration of metropolises by law, it is necessary to make tremendous endeavor to actively cuhivate and construct the metropolitan culture relevant to the rule of metropolises by law so as to enable it to become the mainstream culture guiding the development of the metropolises in our country.
