循环经济目标下的政府角色考量

循环经济成了过去一年中最热门的词语之一，学界也围绕循环经济立法这一主题开展了热烈而长久的讨论。循环经济融合了环境保护和经济发展两种以往被认为是水火不容的理念，切实践行可持续发展思想。这两种理念都是现代政府所不能忽视的社会要求，因而也构成政府职能的题中应有之义。从另一个角度，没有政府主导的循环经济是不可能存在的。因而，循环经济的舞台上政府扮演一种什么样的角色，是关系到循环经济能否建立、如何建立、如何发展的问题。本文从政府角色定位重要性入手，剖析政府在循环经济模式下的职能、地位和作用等方面的新特点，以求为循环经济立法提供适宜建议。

Government's Role in the Direction of Cycling Economic

Cycling Economic has been one of the most popular word in the passing year.Academics have also been discussing fiercely about the relative legislation for long.Cycling Economic merges environmental protection and economic development together,which were thought to be incompatible ideas,and therefore carries out the spirit of sustainable development.These two ideas,environmental protection and economic development,are both impotant social needs that the government can never ignore.So that they are always two main governmental functions.On the other hand,Cycling Economic is impossible without government's guiding roles.Therefore,what role does the government have on the stage of Cycling Economic is the key to whether Cycling Economic can be established,how it can be established and developed.This article starts from the importance of government,then analyzes some new traits of government's functions,status and influence,aiming at providing suggestions for the legislation in Cycling Economic.
