我国居民高等教育支付能力及学费政策的实证研究

经过十多年的实践和探索,高等学校成本补偿政策已被普遍接受。由于该政策对家庭收入水平或付费能力不同的学生边际影响不同,它的实施将加剧高等教育机会的不均等程度。实证分析表明,高等教育的学费水平已超过大多数居民的承受能力,以此作为制定成本补偿标准的基础,制定有效的贫困生资助体系才是抑制成本补偿负效应的有效措施。

Empirical Analysis on Residents'' Payment Ability for Higher Education and Research on Tuition Policy

In the past ten years, policy of sharing the higher education cost has been broadly adopted. Its implementation will aggravate the imparity of higher education opportunity, for it has different marginal effects on different students from families which have different payment ability for education. Empirical analysis shows that the current level of higher education tuition has exceeded the payment ability of most of the residents. So we should ensure that our higher education tuition polity be based on the payment ability of our residents. Establishment of an effective assistance system to needy students can be a valid approach to alleviate the negative effects of the policy of sharing the higher education cost.
