公共政策的伦理基础及其反思——基于社会资本的视角

公共利益作为公共政策的伦理基础指导着一系列权威性的分配决定和行动。但由于公共利益的宽泛性与不确定性,使其在概念界定上不够清晰。通过引入社会资本概念,从社会信任,互惠规范和公民参与网络三个维度对公共利益进行反思,使公共利益概念更为直观具体,以期更好地规范公共政策。

The Ethical Foundation of Public Policy and Its Reflection -- In View of Social Capital

Public interest,as the ethical foundation of public policy,is guiding a series of authoritative distributing decisions and actions.However,public interest can not be well defined because of the broadness and uncertainty.By introducing the conception of social capital and examining public interest from three aspects as social trust,mutual benefit and civic engagement,public interest can be analyzed more specifically and intuitively,and it is hoped that it will better regulate public policies.
