| 摘 要： | 公共政策损益补偿问题研究对于解决社会转型时期出现的利益失衡问题具有重要意义。学者从公共政策公共性、政策视角的损益补偿问题和具体政策的损益补偿三个方面进行了研究并取得了一定的成果，但是公共政策损益补偿问题的研究还有许多方面有待完善。
