| 摘 要： | 在实施公民科学素质建设行动的过程中,必须彻底转变观念和方式方法,牢固树立“以人为本”的观念,由原来惯用的行政强制性的命令式驱动力,转变为制度挖掘人类潜在力量的激发性,使公民逐步自觉地认识到对自身科学素质的培养和提高是提高自己生活质量和逐步改变自己生存状态的必须。只有实现了这一转变,全面科学素质建设才能真正成为社会全体公民终身学习和自我提高的行动。

| Abstract: | the system of constructing the whole scientific makings of our country and the effective system are relativey lagged, the scientific makings of the people are not high in general, some of the people are lack of respect to science, scientific spirit and scientific ethic are seriously lost, feudal superstition is spread unchecked to a certain extent and pseudoscience has its share in the marker. All of these are undoubtedly showing to us that the construction of scientific makings of the people of our country is a heavy burden and a long way. |
