被喻为“地球之肾”的湿地是地球上水陆相互作用形成的具有独特生态功能的自然综合体。湿地具有巨大的生态效益、社会效益和经济效益。为做好湖北湿地的保护、恢复和合理利用工作，必须提高公众的湿地保护意识；构建湖北省湿地可持续发展战略体系；加快实施湿地资源保护、自然保护区建设、退化湿地的恢复与重建三大工程体系；采用实行各级政府责任制和利用经济杠杆手段这种双管齐下的方法；构建品质优良、功能齐全的湖北省湿地生态网络。
