论我国林地的价值及其实现问题

不管是“自然资源无价值论”者还是“自然资源有价值论”者,在承认林地有价格方面其观点是一致的。古代我国就有林地的买卖;农村实行联产承包责任制以后,林地使用权也开始流转;目前,唯有国有林地的价值实现滞后。为此,应该在马克思主义的指导下加强这方面的理论研究,鼓励国有林区大胆实践,做好林地的科学评估并搞好林地市场管理的组织和制度建设。

On Value of Forestlands and Its Realization in China

Forestland has its price. This viewpoint is commonly accepted by those who think that natural resources do not have value and those who take just the opposite view. In ancient China, forestlands were sold and bought. Since the household contract responsibility system was put into practice in 1979, the transfer of contractual right of the forestlands has been carried out. At present only the realization of value of the state - owned forestlands has lagged behind. Therefore, research on the theory in this field should be strengthened under the guidance of Marxism. State - owned forest areas should be encouraged to practise realization of value of forestlands. Furthermore, scientific evaluation on forestlands should be conducted and the organizations and the system concerning market management of forestlands should be set up.
