| 摘 要： | 温州金融综合改革要解决好“两多两难”问题，制度创新是关键。香港银行制度在三级层次设计、市场准八条件、利率市场化机制和金融监管制度等方面具有优势，在推动香港金融业发展中发挥着重要作用。借鉴香港银行制度的建设经验，温州金融综合改革应着力在消除身份歧视、放宽市场准入条件、构建多层级的银行体系、争取利率市场化改革试点等方面寻求突破。

| Abstract: | To solve the problem of ＂Two abundance and two difficulty＂ in Wenzhou comprehensive financial reform, it is vital to make the institutional innovation. Hong Kong banking system has some advantages in the three- tier system, market access condition, market-oriented interest rate and the financial regulatory system, and they play an important role in promoting the development of Hong Kong financial industry. To learn the experience of Hong Kong, it is important for Wenzhou comprehensive financial reform to abolish the identity discrimination, relax the market access system, build a multi-tier banking system and strive for the trial of marketization of interest rate. |
