现代远程开放教育制度文化的建设与创新

远程开放教育历经数十年的发展，已经建立起了一系列的规章制度，并形成了特定的文化，从制度和意识层面用来规范远程开放教育的教学、管理和服务等各项工作。随着时代的变迁和文化的更新，在教育教学过程中，渐渐暴露出制度执行不力，制度文化欠缺等不适应时代发展的矛盾。因此制度的建设与创新进入了现代远程开放教育工作者的研究视野，本文试图从价值取向、建设目标和建设重点等几个方面，提出几点意见和建议，并希望能够对推动现代远程开放教育制度文化的建设与创新有所裨益。
