论政治参与的核心内涵

中外学者对"政治参与"概念理解不一致,这在一定程度上影响了理论研究的深入进行。一般来说,政治参与的核心内涵涉及三个要素:谁参与、参与什么和怎样参与。在当代中国政府与政治的特殊语境下,政治参与的概念可以界定为普通公民通过一定的途径和形式影响政党、立法机关、行政机关、司法机关等公共权力部门决策的行为。

On the Core Connotation of Political Participation

There are disagreements on how to understand political participation between Chinese and foreign scholars,which affect further research in some degree.Generally speaking,the core connotation of political participation is consisted of three components: who participate,what one participate and how to participate.Political participation can be defined as "ordinary citizens influence the decision-making of political parties,the legislature,executive,judiciary and other public sector through certain channels and forms" when we talk about contemporary Chinese government and politics.
