西方发达国家实施弹性学习面临的主要障碍

弹性学习已经成为世界高等教育改革的一个不可避免的趋势。然而，实施弹性学习面临着观念、制度、物质技术三个层面的障碍。这些障碍具体主要包括：弹性学习中的技术主义倾向；弹性学习面临认同危机；现行的非弹性的管理制度；教育质量的控制与评估难度加大；弹性学习的成本可能比较大。认识到这些障碍的存在以及参考发达国家克服它们的措施对于我国顺利实施弹性学习不无借鉴意义。

The Main Obstacles for Implementing Flexible Learning in Western Developed Countries

Flexible Learning has already been an inevitable trend of higher education reform throughout the world.However,it is confronted with conceptual obstacles,institutional obstacles and technical obstacles.These obstacles mainly include flexible learning overly depends on technology;flexible learning can not be recognized easily;actual management systems are not flexible;the difficulty is increased in controlling and evaluating the quality of education;the costs of implementing flexible learning may be very high.In order to implement flexible learning in China,it is very important for us to realize the obstacles in western developed countries.
