| 摘 要： | 非政府组织是承接政府职能转变的重要主体，目前，甘肃的非政府组织发展还处于初级阶段，存在着量少、质低、结构不合理、作用发挥差等问题。从甘肃省非政府组织发展现状出发，分析制约甘肃非政府组织发展的因素，并提出促进非政府组织发展的几点对策、建议。
