依托电大已有办学网络，构建社区大学性质的高等学校，投入少，效益高，利用电大20年来积累的远距离办学的经验，发挥电大办学的开放性，灵活性和规模大的优势，为受教育者提供就地，就近，就便的学习，既可以较好地解决受教育者的工学矛盾，又可以为社区的经济建设和精神文明建设作出贡献。

Defining School-Running Aims to Meet Social Demands

The writer suggests that we can depend on the RTVU educational network at all levels to set up the higher learning institutions like the community university. By doing this we can gain higher benefit with less investment, use the long distance school running experience in the past twenty years and bring into full play the features of openness, flexibility and wide scoped coverage, to provide the learners with learning condition in their nearest locations and most convenient time. So it can not only solve the problems of doing job and learning at the same time, but also contribute greatly to the economic and cultural progress in the communities .
