健全土地承包经营权流转市场加快农村剩余劳动力转移

通过对山东省农村剩余劳动力状况的调查，对农村流动劳动力和农村转移劳动力土地处置方式的状况及其影响因素进行分析，可以看出，由于现在农村的土地产权制度，使得农村土地难以流转从而限制了农村剩余劳动力向非农产业流动和转移，资源的有效配置，也阻碍了现代农业制度的建立。而农村土地制度改革特别是健全土地承包经营权流转市场是加快农村剩余劳动力转移的有效途径之一，也是新农村建设的重要内容。

Improving the Turnover Market of Land Contract Management Right to Accelerate the Transfer of Rural Surplus Labor

The paper analyzes the situation and influence of the land disposition of rural floating labor and transfer labor through a survey of rural surplus labor in Shandong province. The findings is that present rural land ownership system makes the rural land difficuh to turnover and restricts the rural surplus labor to transfer to non- agricultural floating and transfer, and the effective disposition of resources also hinders the establishment of modem agriculture system. The reform of the rural land system, especially the improvement of turnover market of land contract management right, is an effective way to accelerate the transfer of rural surplus labor and also an important task for building new villages.
