| 摘 要： | 传统观点认为，秦的暴政是致其灭亡的根本原因，但却不能很好地解释秦的历史生命为何会如此短暂。本文考察了秦王朝的统治政策，认为统一后的秦王朝无论就其政治体制，还是宗教思想和民族政策而言，都缺乏来自社会的认同感，凝聚力的缺乏是秦王朝迅速崩溃的主要原因。

| Abstract: | It is traditionally believed that the downfall of the Qin Dynasty results from tyranny. But this explanation is not sufficient to tell why the Qin Dynasty was so short lived. This paper makes a careful study of the administrative politics and proposes that the Qin Dynasty lacked the public recognition for its political system, religion and policies for minorities. So the absence of social cohesive force is supposed to be the principal cause of the downfall of the Qin Dynasty. |
