| 摘 要： | 知识的生产是一种充满风险的探索性活动,研究人员的行为具有不可监控性,知识产品具有不同于物质产品的特性,他人的盗用具有隐蔽性,研究机构只能依靠一定的政治法律制度,才能获得从事知识生产活动的经济回报,必须与社会共同设计一套监督激励机制,才能保证知识生产的效率。

| Abstract: | The production of knowledge is an exploratory activity full of risks.It is difficult to supervise the process of knowledge production. Its attributes are much different from those of the material products, and the theft of others' research achievements is covert. Therefore, the research institutes can not gain repayments without certain policy and legal system, and they should design motivating mechanisms to improve the research efficiency. |
