从伊拉克战争看欧美关系

欧美之间在中东问题上的分歧由来已久 ,在当前的伊拉克危机中表现得尤为突出。欧美之间在伊拉克问题上的分歧 ,并不是因为双方存在巨大的利益冲突 ,而是双方在中东地区的利益差异 ,即双方在对待伊拉克的根本目标上是一致的 ,分歧在于实现目标的手段和作法。欧盟主要国家在伊拉克问题上的立场 ,与欧盟在中东地区的特殊利益密切相关 ,包括经济、安全、对外政策取向和欧盟对中东局势的某些特定的考量。即使是坚定地站在美国一边的英国 ,与美国的出发点也并不完全一致 ,与其他欧盟国家也不存在根本冲突。欧美关系的基本性质仍旧是“盟国关系” ,欧盟国家在对伊拉克战争 ,特别是战后重建的问题上仍将与美国合作。

On EU-US Relation from the Perspective of the War on Iraq

The disputes between the EU and the United States on Iraq crisis are not fundamental, but on the methods. The EU has its special interests on the Middle East such as economic, security, foreign policy priority and other domestic considerations. Even the United Kingdom has its own interest preference. The basic nature of EU-US relations is still alliance. The EU will cooperate with the US on Iraq, especially on the re-construction after the war.
