反对官僚主义斗争必须贯彻“三个代表”思想

新中国建立以来的历史经验表明:不能把反官僚主义的斗争纳入阶级斗争的范畴,党的制度建设的目的是加强党的领导而不是削弱党的领导,"三个代表"思想的提出并不意味着党的制度创新的完成而是党的制度创新的开始.在反对官僚主义斗争中贯彻"三个代表"思想的主要任务是:深化经济体制改革并致力于社会主义物质文明建设的制度创新,深化文化体制改革并致力于社会主义精神文明建设的制度创新,深化政治体制改革并致力于社会主义民主与法制建设的制度创新.在反对官僚主义斗争中贯彻"三个代表"思想的意义在于:体现了着重从思想上建党的原则,体现了联系党的政治路线建党的原则,体现了党风、政风和社会风气综合治理的原则.

Opposing Bureaucracy Must Carry out "Three Represents"

The paper puts forward that we should carry out"Three Represents"thought in fighting against bureaucracy and makes a vigorous argument about the point from three aspects.Firstly,I sum up briefly the experiences and lessons of fighting against bureaucracy since the liberation,that is,fighting against bureaucracy should not be embarked in light of the category of class struggles.The object of constructing institutions is to enhance the Party's leadership,not to attenuate it.Putting forward the thought of"Three Represents"signifies the initiations of the Party's institution innovation but never the end of it.Secondly,the paper gives a detailed discussion about how to carry out the"Three Represents"thought in the course of fighting against bureaucracy,that is,we should keep reforming the economic system and dedicate ourselves to the institutional innovation for the construction of socialism material civilization;reforming the cultural system and to the institutional innovation for construction of socialist democracy and rule of law.Thirdly,the paper points out the significance of carrying out"Three Represents"thought while fighting against bureaucracy,that is,it incarnates the principles of building Party mainly from the thoughts,from the combining the Party's political lines,and of tackling the style of work of the Party,the govemment and the general mood of society in a comprehensive way.
