| 摘 要： | 保障全社会信息和知识获取的公平一直是美国图书馆界的职业价值取向，为读者提供高质量的服务是图书馆的工作目标，在图书馆事业发展中起决定作用的并不仅仅是经济的支持，更重要的是优良的社会制衡机制和完善的法律制度。在为社会提供优质服务过程中，实用性是图书馆事业的内在特征，读者至上则是图书馆事业精神和价值的外在表现。
