本系列论文由4篇构成，论述我国远程教育的历史发展和分期。本文是第一篇，讨论我国远程教育的萌芽、创建和起步。文章指出：20世纪上半叶是我国教育技术发展史上的起步时期，而在我国远程教育发展史上只是一个萌芽和准备时期，20世纪下半叶的前期是我国远程教育的创建、起步和中断期。我国第一代和第二代大学层次的远程教育均创建于这一时期。

Rudiments, Founding and Beginning of China's Distance Education--Historical Development and Partition of China's Distance Education

The series consists of 4 papers, focusing on developmental history and stages of distance education in China. This is the first one, discussing on the origin, foun- dation and early development of China's distance educa- tion. It points out that the first half of 20th century was the early development stage of educational technology, and the origin and preparing stage of distance education only in China. The first part of the second half of 20th century(from the establishment of new China to the end of the Cultural Revolution, i. e., from 1950s to 1970s) was recognized as the stage of foundation, early development and interruption for China' s distance education. The first and second gener- ations of distance education at university level (i. e., corre- spondence higher education,and radio and TV higher edu- cation) were founded at the early 1950s and 1960s respec- tively both in this stage.
