| 摘 要： | 从雍正颁布第一条禁毒法令到道光时期《严禁鸦片烟章程》的出,有政府反毒禁立法日趋完善,虽然未能有地抵制鸦片输,但对当时的禁烟运动提供了法律依据,为其反毒品立法提供了经济和教训。

| Abstract: | From the time when Qing Emperor Yong Zheng promulgated the decree to prohibit drugs to the time when"Regulations to Strictly Forbid Opium'was issued during the reign of Emperor Daoguang, the legislation of the Qing government against narcotic drugs had been gradually complete,though it had not been so effective to boycott the import of opium. The legislation offered not only the legal basis for the campain to forbid opium,but also the experiences for the later legislation against drugs. |
