| 摘 要： | 人才结构决定着教育结构.水利系统人才类型有知识型、技术型、技工型,其培养模式有普通教育和职业教育;其层次主要包括学历教育中的中等、高等两个层次和培训教育中的初级、中级、高级职业培训;其阶段既包括成长教育,也包括继续教育;各类人才和教育均有其不可替代的地位与作用.
