| 摘 要： | 自20世纪70年代末期至今,国家出台的科技公共政策发生过三次比较大的转变:一是拨乱反正,为科学技术正名,为知识分子平反;二是把科技进步作为转变经济增长方式的重要杠杆,强调科技的第一生产力作用;三是引导科技朝可持续方向发展,倡导绿色科技、生态文明。国家决策层通过科技公共政策的调节器作用实现了在不同历史条件下的不同科技定位。目前,科技公共政策研究亟待从目标、方法和理念等方面进行调整。
