| 摘 要： | 1849至1949年间，频繁的水灾给长沙的社会发展造成了消极的影响，但受落后的社会条件的限制，近代的岩灾方式不能达到预期的救济效果。因而，只有依靠社会的进步，城市的水灾防治水平才能逐步提高，水患才会得以根治。

| Abstract: | From 1849 to 1949, frequent floods had brought negative influence to the social development of Changsha. But with the restriction of the backward social conditions, modern measures of relieving disasters did not achieve the desired results.Therefore, only through social progress could the level of urban prevention and control of floods be raised step by step. Then the scourge of floods would be eliminated. |
