制度变迁视角下的高校负债危机分析

我国高等教育大众化的道路使我国的高等教育近年来获得了跨越式的快速发展，而这种快速发展为高校带来了资金短缺的“瓶颈”问题，在国家财政拨款和学杂费收入仅够维持高校目前自身运营的条件下，银校合作便成为了解决高校资金短缺问题的主要方式。但近几年来，随着高校还贷高峰的来临，高校巨额负债带来的偿债风险已初露端倪，严重影响了高校的正常运营，给高校的稳定发展带来了严重阻碍。文章拟从制度变迁的视角分析高校负债危机产生的原因，并提出化解负债危机的路径在于：完善高校激励约束机制，抑制高校过度负债；建立现代高校产权制度，构建多元产权法人治理结构；完善政府监管机制，建立危机预警机制；健全高校产业配套制度，降低高校负债风险。
