| 摘 要： | 基于社会主义新农村建设与中国邮政改革的背景，本文从社会福利角度考察邮政运管效率与战略问题，提出了中国邮政的相应农村发展策略。结果表明：保障农村邮政普遍服务，与农村经济发展和新农村建设相适应，采取满足农民需求的邮政农村发展战略，提高邮政运营效率，有利于提高广大农村地区的社会福利，减少社会矛盾，体现社会公平并促进邮政发展。
