| 摘 要： | 在全球化的视域下,基础教育面临着一种张力:它既是消除分化与差异的重要手段,又成为拉大贫富差距的重要原因.面对张力,基础教育必须均衡发展.文章从政策法律、经费、师资、弱势群体以及办学条件等五个方面总结了基础教育均衡发展的国际经验.在此基础上,对我国基础教育均衡发展,提出了相应的思考与建议.

| Abstract: | The authors consider that basic education faces a tension in the context of globalization.A balanced development of basic education is the way out for this tension.The article generalizes the international experience of balanced development of basic education in five aspects: policy,teacher resource, conditions of education,educational finance and low-status flock.Based on the above generalizations,the article presents some strategies for balanced develop ment of basic education in China. |
