| 摘 要： | 水污染问题是典型的市场失灵和政府失灵,目前为了解决这两个失灵问题,常用直接行政管制、排污削减补贴、排污收费和排污权交易这四种手段.在实施中,这四种治污手段各存不足之处,因此,从经济学的角度出发,提出了流域水污染治理的新思路:政府污染索取权与排污权交易制度结合.

| Abstract: | The water pollution question is one of the typical market malfunctions and the government malfunctions.In order to solve these two malfunctions we use four methods:direct administrative control,draining pollutants and cutting down allowance,charging for draining pollutants and pollution discharge right trades.These methods have shortcomings.From the economics angle we suggest new mentality to control the basin pollution that is the union of government extort right in pollution and pollution discharge right trade. |
